Our Foster Care Narrative is Broken.
Around 4:45 PM Monday, Arlington police responded to a business after receiving a 911 call reporting that a juvenile girl had said a man made sexually explicit comments to her and followed her. When officers arrived, they located a man nearby matching the provided description. The suspect resisted arrest as officers attempted to place him into a police vehicle, resulting in a struggle that injured an officer's arm. William, age 20, was subsequently arrested and charged with soliciting a minor and causing injury to the officer during his arrest.
By Tuesday morning, news of William's arrest had spread widely. CBS Texas, NBC-DFW, the Dallas Morning News, KERA, the Texas Tribune, WFAA, and the Fort Worth Star-Telegram all covered the story. Why did these fairly routine—but still deeply troubling—allegations against a 20-year-old man in Arlington gain so much attention so quickly? Because William is the son of Tarrant County Sheriff Bill Waybourn.
